Terms of Reference (ToR): Enhancing the capacity and advocacy of the government representatives and Organizations of Persons with Disabilities (OPDs) for development and implementation of disability-inclusive systems (Strengthening Policy, Capacity, and Coordination Mechanisms) in Federal Ministries, Karnali and Sudurpaschim Provinces
- Background
PFPID-Nepal, established in 2012, is a national umbrella organization advocating for the rights of persons with intellectual disabilities (IDs). As part of its mission to foster inclusive employment opportunities, PFPID seeks to enhance employer awareness and capacity through training and online resources. This project aims to produce a practical training guideline, deliver trainings in targeted districts, and create a dedicated employment section on the PFPID official website. Persons with disabilities (PWDs) and Organizations of Persons with Disabilities (OPDs) face significant challenges in influencing policy, planning, and implementation processes. Despite some progress, there is a lack of coordinated mechanisms, inclusive policies, and adequate capacity among government representatives and OPDs to promote disability-inclusive development aligned with the Sustainable Development Goals (SDGs). This project aims to create an enabling environment for PWDs and OPDs by strengthening policy frameworks, enhancing advocacy skills, and building inclusive planning capacity in the federal ministries and Karnali and Sudurpaschim provinces.
Objective
The general objective of the project is to strengthen and capacitate all the stakeholders including government representatives, organizations of persons with disabilities at the national and subnational levels to effectively contribute towards disability inclusive systems and – for the implementation of the CRPD and SDGs increasing their active participation at all levels.
The specific objectives are:
- To enhance and strengthen the capacity of the national and sub-national government representatives for development and implementation of disability inclusive systems.
- To support the OPDs to advocate for their representation/engagement with the national and subnational stakeholders in different Sustainable Development Goals (SDGs) working groups.
- To support/strengthen the Disability Coordination Committees at all levels, for its regular functioning and undertaking periodic M&E of plans and programs and enable OPDs including underrepresented groups to advocate for better finance resource allocation.
- To support the development of a disability-inclusive policy in Karnali Province through a consultative and coordinated approach.
- To disseminated the policy made for better implementation and sensitization.
- Scope of Work
The consultant will be responsible for the following tasks:
- The scope of the project is Bagmati, Karnali and Sudurpaschim provinces in Nepal.
- Strengthening the policy and planning environment for Persons with Disabilities and Organizations of Persons with Disabilities (OPDs).
- Building the capacity of government representatives and OPDs for disability-inclusive planning, advocacy, and SDG implementation.
- Enhancing coordination mechanisms for disability-responsive programs and resource allocation.
- Targeting stakeholders include the Ministry of Women Children and Senior Citizens (MoWCSC), provincial ministries, local government representatives, Disability Coordination Committees, and OPDs.
- Conducting capacity-building trainings for government officials, local representatives and OPDs.
- Organizing advocacy workshops to promote disability-inclusive planning and budgeting.
- Strengthening monitoring and advocacy functions of Disability Coordination Committees.
- Engage major stakeholders, including representatives from government, Organizations of Persons with Disabilities (OPDs), civil society, and local communities, to gather insights and recommendations.
- Facilitate collaboration among relevant ministries to ensure the policy aligns with broader development goals and promotes disability inclusion across all sectors.
- Incorporate inputs from consultations and inter-ministerial discussions to draft a comprehensive, inclusive policy addressing the needs and rights of persons with disabilities in Karnali.
- Disseminate the policy of Karnali in all 7 provinces and 1 central level and dissemination of policy in Sudurpachim.
4. Expected Delivery:
- Comprehensive capacity-building plan.
- A brief training and workshop report on OPDs advocacy engagement in different Sustainable Development Goals (SDGs) working groups.
- Stakeholder lists for SDG working groups.
- Advocacy initiatives by OPDs documented and reported.
- Meeting minutes and periodic M&E reports from Disability Coordination Committees.
- Support in drafting policy in Karnali.
- A dissemination of drafted policy of Karnali in all province and central as well as delivery of policy of SUdurpaschim in Sudurpaschim province.

Expertise and Requirement for Submission of Proposal
- The consultant should have Master degree with proven experience exclusively in the disability sector including campaigning, advocacy, research, policy, and disability inclusion.
- Experience working in strengthening of OPDs on capacity building initiatives.
- The consultant should have experience working with development partners including RCRC movement, NFDN, INGOs and UN agencies. Implementing similar nature of projects in the past will be an asset
- Experience of working with stakeholders including federal, provincial and local government, civil society organizations, and other marginalized and vulnerable social groups including other minority groups etc. will be an added advantage.
- Strong understanding of the SDGs, OPDs, leave no one behind, and disability inclusion.
- Excellent communication, training, and facilitation skills
7. Reporting and Coordination
The consultant will report to the Project Focal Person of PFPID and work in close coordination with the PFPID team. Progress updates will be shared on a bi-weekly basis.
8. Payment Terms
Payments will be made in two installments:
- 40% will be paid after the agreement and prior to field mobilization.
- The remaining 60% will be paid upon acceptance of the deliverables
The consultant will charge only the consultancy fee. Travel, accommodation, and food expenses will be covered by PFPID.
