Terms of Reference (TOR) for Developing Content tailored for Persons with Intellectual Disabilities

1. Background

Parent Federation of Persons with Intellectual Disabilities-Nepal, established in 2012, is dedicated to promoting the rights and well-being of persons with intellectual disabilities in Nepal. PFPID-Nepal is committed to enhancing the quality of life for persons with intellectual disabilities through the development of accessible and inclusive content. This TOR outlines the requirements for hiring a firm/individual to develop such content.

2. Objective:

To develop educational and informational materials tailored to the needs of persons with intellectual disabilities and their parents and stakeholders.

3. Scope of Work: The selected firm/individual will be responsible for:

a) Developing content on life skills, basic education, and social integration tailored for persons with ID in Nepal

b) Ensuring the content is accessible, engaging, and culturally appropriate for the Nepalese context

c) Incorporating best practices in special education and content design for ID

d) Creating accompanying visual aids that reflect Nepalese culture and environment

e) Providing guidelines for parents, educators, and caregivers on how to use the content effectively

f) Ensuring content is available in Nepali language.

g) Refer to section 10 for the areas of content development

4. Deliverables

  • Detailed content outline
  • Draft content for review (in Nepali)
  • Final content incorporating feedback from PFPID-Nepal
  • Culturally appropriate visual aids
  • User guide for parents, educators, and caregivers
  • Final versions of the content in both digital and print formats.

5. Timeline

The complete project should be completed within a month of the signing of the agreement.

6. Qualifications and Experience

The firm/individual should possess:

a) Proven experience in developing materials for persons with Intellectual Disabilities, preferably in Nepal or South Asia

b) Strong understanding of special education principles and practices in the Nepalese context

c) Excellent writing and communication skills in both Nepali and English

d) Ability to simplify complex concepts for easier understanding

e) Familiarity with Nepalese culture and the challenges faced by persons with ID in Nepal

7. Application Requirements

Interested applicants should submit:

a) A proposal outlining their approach to the project, demonstrating understanding of the Nepalese context

b) Team composition and qualifications (if applicable)

c) Detailed budget in Nepalese Rupees

d) Work plan and timeline

e) Two samples of similar work previously developed for persons with ID

f) References from previous clients, preferably including work done in Nepal

g) Strong understanding of accessibility standards and best practices.

h) Ability to work collaboratively with stakeholders.
