Terms of Reference (TOR) for Merging Whistleblowing and Anticorruption Policies of PFPID Nepal

1. Background

Parents’ Federation of Persons with Intellectual Disabilities (PFPID) Nepal seeks to strengthen its organizational integrity by integrating its Whistleblowing Policy with its Anti-corruption Policy. This integration aims to create a robust framework that promotes transparency, accountability, and ethical conduct while protecting those who report misconduct.

2. Objectives

 Objectives of the Merger

  • Integrate best practices from both whistleblowing and anticorruption policies to create a unified, robust framework.
  • Enhance transparency and accountability within PFPID Nepal by ensuring comprehensive coverage of whistleblowing and anticorruption measures.
  • Ensure compliance with national and international standards and regulations.
  • Promote a culture of integrity and ethical behavior within the organization.

4. Expected Outcomes of the Merged Policy

  • A unified policy document that addresses whistleblowing and anticorruption comprehensively.
  • Improved reporting mechanisms for whistleblowers and enhanced protection measures.
  • Enhanced awareness and training for staff and stakeholders on the integrated policy.
  • Strengthened compliance with national and international standards.

6. Relevant Regulatory Frameworks

  • National Legislation: Adherence to Nepal’s laws and regulations on whistleblowing and anticorruption.
  • International Standards: Compliance with international conventions and guidelines, such as the United Nations Convention against Corruption (UNCAC) and other 

Payment and Schedule:

The consultant will be paid in one installment (i.e. 100%) after the completion of assignment by PFPID Team.
