Terms of Reference (ToR): Development of Training Materials and Delivery of Employer Training on Inclusive Employment for Persons with Intellectual Disabilities (IDs) and Website Section Development

  1. Background

PFPID-Nepal, established in 2012, is a national umbrella organization advocating for the rights of persons with intellectual disabilities (IDs). As part of its mission to foster inclusive employment opportunities, PFPID seeks to enhance employer awareness and capacity through training and online resources. This project aims to produce a practical training guideline, deliver trainings in targeted districts, and create a dedicated employment section on the PFPID official website.

2. Objective

The primary objective of this consultancy is to:

  • Develop comprehensive training materials for employers on supporting and working with persons with intellectual disabilities as employees.
  • Deliver targeted training sessions to employers in Pokhara, Myagdi, Saptari, Chitwan, and Kathmandu based on the developed guideline.
  • Design and launch an “Employment Sector” section on PFPID's official website to house all employment-related resources, guidelines, and materials for easy access.

3. Scope of Work

The consultant will be responsible for the following tasks:

Task 1: Development of Training Materials Create a detailed training guideline for Employers, focusing on:

  • Understanding intellectual disabilities and their workplace.
  • Strategies for supporting employees with IDs.
  • Workplace accommodations and inclusive practices.
  • Communication tips and conflict resolution.
  • Benefits of employing persons with IDs.
  • Develop training aids such as presentations, handouts, videos, and role-playing scenarios.

Task 2: Delivery of Training Sessions

  • Conduct training sessions for employers in five locations: Pokhara, Myagdi, Saptari, Chitwan, and Kathmandu.
  • Ensure the training is interactive and includes practical examples, case studies, and activities to reinforce learning.
  • Collect feedback from participants to evaluate the effectiveness of the training.

Task 3: Website Section Development Design and launch an Employment Sector section on PFPID's official website, which includes:

  • The developed training guideline and all related resources.
  • Information on inclusive employment for persons with IDs.
  • Success stories, FAQs, and downloadable materials for employers.
  • Regular updates and news related to inclusive employment initiatives.
  • Ensure the website section is user-friendly and accessible, with appropriate visuals and navigation.

4. Training Delivery:

  • Ten training sessions must be completed (one in each employed workplace).
  • Post-training feedback and evaluation reports.

5. Website Section:

  • Fully functional “Employment Sector” section on PFPID's website.
  • Upload of all training materials, guidelines, and employment-related resources.

6. Duration

The consultancy period is 1 month, starting from the date of contract signing. The timeline for specific deliverables will be agreed upon during the inception meeting.

7. Qualification and Experience

The consultant or consultancy firm must meet the following criteria:

  • Proven experience in developing training materials and delivering training related to disability inclusion.
  • Demonstrated understanding of intellectual disabilities and workplace inclusion.
  • Experience in web development and designing accessible online content.
  • Strong facilitation and communication skills, with a focus on participatory approaches.

8. Reporting and Coordination

The consultant will report to Job Placement Officer of PFPID and work in close coordination with the PFPID team. Progress updates will be shared bi-weekly.

9. Payment Terms

Payments will be made in installments upon submission and acceptance of deliverables: 100% after the completion of work

10. Application Process

    • A brief proposal detailing the approach and methodology.
    • Financial proposal with a detailed breakdown of costs.
    • CVs of key personnel involved.
