Expression of Interest (EOI)For Statutory Audit – Fiscal Year 2081/82

1. Background

Parent Federation of Persons with Intellectual Disabilities (PFPID), Nepal, is a national federation dedicated to promoting the rights, inclusion, and empowerment of persons with intellectual disabilities and their families. PFPID works toward building an inclusive society where individuals with intellectual disabilities can live with dignity, independence, and equal opportunities.


2. Invitation for Expression of Interest

PFPID invites proposals from qualified and registered Chartered Accountancy (CA) firms in Nepal to conduct the Statutory Audit of its accounts for the Fiscal Year 2081/82, covering the period from 1 Shrawan 2081 to 32 Ashad 2082.


3. Objective of the Audit

The main objectives of the statutory audit are to:

  • Ensure transparency, accountability, and compliance in PFPID’s financial statements and accounting system.
  • Evaluate the adequacy and effectiveness of internal control mechanisms.
  • Verify that financial transactions are properly recorded and reported in accordance with applicable accounting standards, donor requirements, and national laws.
  • Provide practical recommendations to strengthen financial management practices.

4. Scope of Work

The audit shall include, but not be limited to, the following:

  • Review of accounting and financial reporting systems.
  • Examination of income, expenditures, assets, liabilities, and fund utilization.
  • Verification of supporting documentation for grants and project expenditures.
  • Assessment of internal financial controls and compliance with relevant laws and donor agreements.
  • Review of procurement, asset management, and documentation practices.
  • Preparation and submission of the final audited financial statements and management letter.

5. Deliverables

The selected audit firm shall submit:

  • Inception Report: Detailing audit approach, methodology, and work schedule.
  • Draft Audit Report: Presenting key findings and preliminary recommendations.
  • Final Audit Report: Incorporating management responses, final recommendations, and audited financial statements.

6. Duration

The audit work is expected to be completed within 30-45 working days from the date of contract signing.


7. Minimum Eligibility Criteria

Interested CA firms must meet the following criteria:

  • Be a legally registered Chartered Accountancy firm in Nepal.
  • Have a minimum of 10 years of experience in auditing, preferably in the non-profit or development sector.
  • Proven experience auditing organizations working in social inclusion, disability, or community development.
  • Sound knowledge of Social Welfare Council (SWC) guidelines, donor compliance, and national accounting standards.
  • Successfully completed at least three similar assignments within the last three years.
  • Have qualified and experienced personnel with strong analytical, reporting, and communication skills.

8. Evaluation Criteria

EOIs will be evaluated based on:

  • Technical Proposal (40%) – Understanding of the assignment, methodology, and approach.
  • Team Composition and Experience (20%) – Qualification and experience of proposed audit team.
  • Firm’s Experience (10%) – Organizational capacity and past performance.
  • Financial Proposal (30%) – Cost-effectiveness and clarity of the proposed budget.

9. Submission Guidelines

Interested and eligible firms are requested to submit the following documents:

  • Cover letter expressing interest.
  • Technical and Financial Proposal (maximum 5 pages).
  • CVs of proposed audit team members.
  • Copy of firm registration, VAT/PAN certificate, and tax clearance.
  • Evidence of at least three similar audit assignments completed.
  • Brief company profile highlighting relevant experience.
